What determines the offer you get can be the location's current business needs, time of day, date, etc. Offers also depend on how much business they have, if they want more business, what their margins currently are, etc. Offers can vary, even from yours and your best friend's!
That being said, you might sometimes see differences in offers from this scenario! When business prices are high, margins are tight, so offers, in general, can be a little low, and any work we're doing on the offers program might seem a bit nonsensical.
